Call to order and Welcome – Bob C
Approval of Feb email minutes: Motion by Ken and a Second by Jerry, minutes approved by all present.
Report from John Keck –BICA
Mark Garrison will be operating his boat tour business at HSBend again this summer and maybe adding a much larger boat to accommodate large groups. See the BICA web site for details.
HSBend Campground – the first ten sites are nearing completion with work on the next ten underway. The fee waiver discussed last meeting has not been received as yet.
HSBend Well – The drilling company should be on site the week of March 17.
HSBend boat dock – We are still awaiting approval of the funding by the Wyoming Game and Fish Commission.
Commerical use permit for HSBend marina – We will have the application forms in a day or two to share with interested parties.
The Wyoming Tourism sign project has been put on hold due to the need to have matching funds for the signs. BICA will apply again for next year. Some existing signs will get the NPS logo applied by WyoDot as they do their annual maintenance.

Ken reported on his visit with Rick Lasko last week to the HSBend Campground and was excited as loop A nears completion. Ric will be away from the park for a few months on an assignment at the NPS Regional Office in Denver. We can still contact him as usual when needed. We need a list of boat owners willing to give rides June 21st and for special groups coming to lake throughout summer.

HD & Margaret – BICA sign improvement project, Hwy 37 issues at CETCO / RRX
John Keck brought us up to date on this signing project as noted above.
On Monday of this week a meeting was held in Lovell concerning Hwy 37 issues. There were representatives present from: FOBHL, BighornCounty, WyoDot, Am Colloid/CETCO, BICA (Railroad folks will be meeting with Wyo Dot on Tuesday on
site)
Bob N and Jim – Powell Home and Garden Show May 10, 2008 No new information
David & Marilyn – Cody Home and Garden Show April 18-19, 2008 They are working on putting a schedule together for the two days. Bob and Rena Croft will help them setup on Friday morning.
Ferrell Mangus – Mustang Day Committee rep for FOBHL – June 21 event. He reported that no meeting had been held since his assignment. He asked we send a letter to the Town of Lovell requesting a $1000 donation for promotional activities this summer. Bob C will get the letter to them this week. The Lovell Lodging Tax Committee also awarded us $1000 to help in our promotional activities for this summer. We appreciate these donations to add to our own funding for BighornLake promotions for 2008.
Ken, Lisa & Joe – Promo activities for BHLake 2008 season (see handout below*) The Bresnan TV ads will be starting soon as well.
Jerry & Bob C – Driftwood and Day Board projects in March and April. Due to the snow drifts in the YT unit it will be awhile yet before our work can begin. We do not want to rut up the area doing these two projects. In visiting with BICA we still have time to get them done, some what later than in 2007.
Ongoing items for comment or questions:
USBR-MTAO Bighorn River System Issues Group Meeting and the Annual Interagency meeting will be held March 13 in Lovell from 9am to 5pm. Bob C encouraged as many as can to attend these meetings.
FOBHL membership renewals are coming in almost on a daily basis.
Wyo USBR meetings – Worland March 17 10am and Powell March 18 1:30pm
Joe and Ferrell will attend in Worland with Bob C and Jerry attending in Powell. All members of FOBHL were invited to attend these hour to hour and half meetings to get some timely info about these reservoir systems.
Bylaws – Each board member will continue to review and modify this document with their final comments being emailed to Bob C.

Summer Promotional Ideas
2008 BighornLake Celebration:

Activities:
SwimBeach with lots of inner tubes:
Boat rides: by volunteer boat owners. (need many more boats than 2007)
Food Vendors, concessionaire, snow cones, kettle corn, BBQ Grille, etc.
Provide shuttle service for boat owners
Boating accessories for sale by concessionaire
New Boat displays by ? ? ?
Group days: (for the summer months)
Invite groups and organizations to the lake for activities, provide boat rides, concessionaire can provide food and drinks, have a small fee per person to cover costs (food / gas). Assign specific dates throughout the summer for these organizations.

Senior citizens
Red hat ladies
Boys and girls clubs
Church groups
City councils w/families
City Recreation Districts
Other ?
These individual groups would set a date and do all of the organizing with assistance from a FOBHL board member.
A list of boat owners willing to participate will need to be compiled.
