Report from John Keck
          Horseshoe Bend Campground upgrade is coming along very well, 10 sites are nearing completion with 10 in the early stages of construction. The work was slowed due to the snow and much colder weather in recent weeks. BICA is asking for a waiver that will allow campground fees to be charged in 2008. This is due to a present federal moratorium on any fee increases. In the past there have been no campground fees but with the new units offering water and electricity at each site fees are needed to cover the cost of these amenities.
 
          Horseshoe Bend – The Wyoming Motor Boat Access Funding application for a new boat dock has been submitted to the Wyoming Game and Fish Dept for consideration. We should know by our April meeting if we qualified for funding.
 
          Yellowtail Unit Roads – In a combined effort by BICA, WGF and BigHornCounty it is favorable there will be major road improvements in the unit. In order to provide year around access for visitors the roads must be upgraded to an all weather gravel surface. The future development of walking paths and trails will also be a part of this planned improved access project.
 
          Horseshoe Bend Well – BICA will meet with the low bidder on site in 2 wks to work out any possible differences before the bid acceptance is finalized. If all goes as planned there will be ample water for the needs at the Horseshoe Bend area this season.
 
          Marina Area – The marina building is undergoing an internal facelift. New floor covering and appliances are being installed presently. BICA will soon release the special use permit applications for both the marina building and the boat gas area on the lake. We will keep you informed and updated in order that anyone interested will have the opportunity to apply for providing these services. Mark Garrison (Hidden Treasure Charters) from Cody will be running his boat tours again this season maybe with an additional boat.
 
          Wyo Tourism – Road sign funding program -  HD and Margaret have been very busy collecting information for the BICA road signs project application due Feb 15. They presented their written findings along with digital photos of  the signs considered. John Keck joined with the board in discussing the merits of each location and the priority of each location. We selected 4 locations: 1- In Cody at the intersection of Sheridan Ave and Bighorn Ave. 2 – North of the Deaver / Powell junction on Highway 310. 3 – Burgess Junction on Hwy 14 on the Big HornMtns. Another location receiving a lot of attention was the Greybull/Cody/Lovell Hwy junction of Hwy 14 with Hwy 310. The Lovell C of C has recently received funding to redesign this location so we did not have to include it in ours. We would like to discuss with the Lovell C of C a way to use the (8’ x 24’) old billboard sign near this same location. We will contact the Chamber to arrange for this discussion.
 
We excused John then continued with the following Board only items.
 
          Bylaws – We will continue to review and modify these bylaws, giving our new board members time to make their recommendations.
 
          FOBHL meeting – The time and place of board meetings was discussed. It was decided that we will continue to meet on the second Tuesday each month at 6:30pm. Meeting locations will be rotated between Powell and Lovell to minimize travel by the board members. Our next meeting will be in Lovell on March 11.
 
          Bob C made committee work assignments for the upcoming events. We will all be available to assist as well as our dedicated members.  FOBHL is a get things done bunch! !

Great Outdoors Sports Show Jan 18, 19, 20 (we canceled our booth due to snow storms)
 
Bob C reported on the USBR-MTAO Long Term Issues Grp Meeting in MT Jan 17
The next meeting will be March 13 in Lovell. All members are invited to attend.
 
Framed prints of BighornCanyon will be given to several individuals as a token of appreciation for their dedicated work toward improved water management at BICA .
Three members of FOBHL informed the folks at the Ducks Unlimited Banquet in Cody Jan 26 of what is going on at BICA. DU is interested in preserving the migratory waterfowl habitat at BICA.
 
Wyoming Tourism web site is having problems and they are redesigning it for 2009.
We are getting a lot of free coverage on this site.
 
FOBHL membership renewals are being received almost daily. We thank all who have continued as members and welcome all new comers.
Annual Report Press Release – was sent to newspapers in Cody, Powell, Lovell, Greybull and Basin.
 
AC/CETCO and railroad crossing issues on Hwy 37 are being documented by HD in order to improve conditions of the highway in that area. Anyone with information about this damaged crossing and trains delaying vehicle traffic please report it to FOBHL immediately.
