Call to order and Welcome – Bob C
          Approval of August email minutes:      Motion by Jerry     Second  by Ferrell
         
John Keck – BICA was unable to attend but called  Bob C on Thursday the 11th to discuss items
 
Secure boat storage at HS Bend is being considered for next year
HS Bend Campground still awaiting approval to turn on the electricity and water.
HS Bend Well bid will be issued as soon as recent changes are approved.
New HS Bend boat dock will get in early spring 2009 so it will be ready for April use
New improved road and ML Boat Ramp on extreme south end to BH River moving forward as planned.
Marina and boat tours concessions future needs being fine tuned for 2009
Setup dates for John or Jerry to speak at local service clubs, etc in the area *
          Tentative dates – Powell Rotary Wed Oct 15 at noon, Lovell C of C Oct 20 at noon,           Powell Kiwanis - Jerry ?, Lovell Town Council – Ferrell ?,
          * Board members to make the contacts in each area??
 
Ongoing items for comment or questions:
Read a letter from the Powell Valley Chapter of Ducks Unlimited in support of having a boat dock at the Kane ramp year around. This dock would be in the water at about 3628’ up to full. During the winter as the lake goes lower it would rest on the ramp above the ice.
FOBHL has provided BICA with photos of such docks used at HebgenLake near West Yellowstone, MT.
 
USBR-MTAO Bighorn River Issues Grp and the semi annual interagency meeting will be held in Billings on Thursday Oct 9, 2008 from 1pm on into the evening with a break for supper.
 
Conference calls continue once a month with stakeholders of BHLake on fall water mgmt
 
September Yellowtail Reservoir Operation Plan – continue to keep high lake levels, recent rains/snow have raised the level to near full (3640’).
 
Bob C reported on his visit with Rick Lasko concerning BICA concessions, VIP projects, local partnerships, permits, future developments, improved access roads/trails, etc.
 
FOBHL membership renewals from business members, we need to make contacts.
 
Financial needs were reviewed for the remainder of this year
 
Plans for any winter time promotional events? Joe will oversee the ice fishing tournament
 
Promo plans for 2009? June celebration, catfish tournament, have floats in all the parades in the area, Powell (May) and Cody (April) trade shows, have youth groups sell raffle tickets for a day on the lake
 
Why is HS Bend dock not here yet? The answer…..government red tape on several issues
 
Write a thank you letter to the editor in the Lovell Chronicle expressing appreciation to  ACC/CETCO and Bentonite Corp for keeping the highways cleaner this season.
 
VIP projects – Pile driftwood for burning, grind off more dead brush near causeway for access, replace worn out signs, renew USBR (Wyo office) lake sign and fence near the causeway, etc in 2009
 
Have a FOBHL member’s meeting in Jan 2009 – eats, visiting and a PPT review of 2008.
 
FOBHL members must remember that Bighorn Canyon National Recreation Area will not continue to have an adequate lake level without a continued effort and vigilance by FOBHL working with the local, county, state and federal agencies. Your continued membership and financial contributions are vital in keeping FOBHL, as a voice of the public, to all of these agencies.
